How do you translate passive voice to active voice?

Specifically, how would you translate the sentence "It can be determined that he is knowledgeable about the technology."

Since there is no real, "active" subject (somebody doing the determining), you can’t use the active voice in that particular case. The "it" is what I like to call a "dummy subject/pronoun", but technically called expletive pronoun or pleonastic pronoun. We have to deal with stuff like this because English isn’t a pro-drop language, in which pronouns can’t be dropped.

Common sentences with "dummy subjects":
It is raining. (Who/What is it???) Spanish (pro-drop): = llueve.
It’s dark outside. (What is it?)
There are 6 cats over here. (There serves as this dummy.) Spanish (pro-drop): Hay seis gatos aquí.

If there were somebody actually determining, you could stick in a real subject. For example: The teacher can determine that he is knowledgeable about the technology.

How do I translate "xx pounds per 1000 sq ft" into a number on a Scotts rotary spreader?

All of the lawn and garden forums talk about dropping soil additives/seed at a rate described as something like "6-8 lbs per 1000 square feet". This doesn’t mean anything to me. I have a Scotts rotary spreader that has numbers on it for a broadcast rate. How does this translate?

You may just have to do it by trial and error. Sometimes I have bought fertilizer that has different broadcast spreader settings on the bag, but yours must not. Also, your spreader probably came with some instructions…do you still have them? Or, you may be able to check the Scotts website for info. If all that fails, I would do this….Get a rough estimate of the area you want to fertilize/treat/seed. Put the necessary pounds of fertilizer etc. into your spreader then put it on a very low setting and do the area. If after you have gone over it once, you still have some left in the spreader, set the spreader at a new setting that you think will get rid of the rest of it. Keep track of the settings you used and adjust next time to the one setting you think will use all the fertilizer in one pass. This isn’t rocket science, and there is room for error, but start out on a low setting until you see how it goes. Good Luck!

I have to translate a document and present it to the UK government. What do I need?

I need to translate my birth certificate from Spanish to English, but I don’t know about any special requirements for the translation; as in does it have to be notarised? Do I need a certified translator? Does the document have to be certified (and how)?

Any sort of info is greatly appreciated.

The translator merely needs to certify under penalty of perjury that it is a true and correct translation from Spanish to English. You don’t need a certified translator. The immigration authorities can certainly verify the translation if needed.

I have a friend from vietnam who is connected to me on my yahoo 360 page, and unfortunately all her blog pages are in vietmanese. I’ve heard you can translate it to english from your computer. How do i do this?
I don’t think the google translator is the one i was thinking of, someone once said something about right clicking on the actual page or contents, but i don’t know where to go from there.

How do i translate x is less than or euqal to -4 or x is greater than or equal to 2 to an absolute value inequality?

Halfway between -4 and 2 is -1.
x must be at least 3 spaces from -1 (since -4 and 2 are each 3 spaces from -1), so the difference between x and -1 must be bigger than or equal to 3.

I x – -1 I >/= 3
or more simply,
I x + 1 I >/= 3
