What does the doctor take into account when prescribing glasses?

Are there certain levels that mean the doctor will or won’t recommend glasses?
What will he have seen or taken into consideration if he tells you that you should be wearing them most of the time?
He considers the purpose of your visit.
Your complaint.
Your history. Age.
Your visual acuity with and without your present glasses.
Indications of pathology.
Whether or not glasses or contacts will help.
What visual acuity can be obtained.
Whether you can accept the correction.
What problems might be anticipated.
Whether or not the patient can pay. etc.
